Meeting called to order by Troy Blundell, Chair, there was a
Quorum.

Welcome, Introductions and then Pledge of Allegiance was led
by Kay Dickerson.

Kay Dickerson presented the January 7th, 2008 minutes for
approval. Paulina Flint made a motion to approve the January Minutes, it was
seconded and approved.

Jeremy Christensen gave the Treasurer’s report for January.
The annual audit was completed and all was in accordance with the bylaws.
Check number to Thomas Ray is incorrect and should be 1128. Paulina Flint made
a motion to approve the report. Motion was seconded and approved. Paulina
Flint made a motion to pay our Utah Neighborhoods dues which were now due.
Motion seconded and approved.

Since Bev Uipi was not present at the meeting yet a motion was
made by Paulina Flint to move to the next agenda item. Motion was seconded and
approved.

Greg Schultz gave the West Side Community Council report. Greg
suggested we start early on our request to Parks and Recreation for projects
to start on for the future. We need to discuss these in more detail at the
next meeting or when the details on funding are known. Discussed Legislative
watch list that he passed out briefly.

Bev Uipi gave the Mayor’s report. Domestic Fowl Ordnance is
finally available and the County is looking for comments by April 1. Mayor’s
Town hall meeting will be on April 29th for unincorporated islands. Volunteer
agreements are in and we are ok. She asked how the snowplowing was during the
last snow storm. In general we were well pleased except for the excessive
salt.

Paulina Flint discussed the situation going on with Planning,
Zoning and Development Department. Need to work on getting better cooperation
with Community Councils and the County Planning and Zoning Department. Don
Patocka made a motion to have ACCT recommend an external audit of the Planning
and Development Services department be conducted for the purposes of
clarifying the Planning and Zoning Process; improve the customer service
response between the Departments and clarifying the Departments responsibility
to the community councils in the Planning and Zoning process. Motion seconded
and approved. Granite is being taken apart by former Mayor Workman on Township
issues. If Township legislation is not numbered by 5 February it may be in
trouble.

Paulina Flint discussed the Legislative process and that we
need to get involved in the bills being presented on the Hill. Lobbying is
really starting to help what is done. Discussed SB 131 and SB 135. Sunset
issue still not finalized.
